Willow Place Grievances Resolved

All the grievances that remained opened involving the discipline of the carriers at Willow Place were finally closed on April 25, 2006.

A total of 36 letter carriers were accused of knowingly, failing to properly deliver business bulk mail on October 31, 2006. Some grievances were resolved at Formal A. More were appealed to arbitration. Arbitrators issued decisions in favor of the carriers. The grievances still remaining open on April 25, 2006 were settled by agreement between the union and management on that date.

Every single grievance is now resolved.

All the carriers are exonerated. Not even one carrier was proven to have done anything wrong. In fact, arbitrators generally took the position that this was a management issue, not a discipline issue.

All carriers have received make whole remedies. All remaining carriers will be returned to work no later than Saturday, April 28, 2007.

First We Celebrate

On Saturday, April 28, the carriers will be greeted by a complete breakfast. This will be a congratulatory return to work celebration. NALC 283 is proud to host this catered affair for all the employees at Willow Place.

We have a need and a right to celebrate the clearing of these wrongful accusations from these carriers’ reputations.

What Next?

The Leaders of the NALC understand that the employees at Willow Place have suffered many injuries as a result of the unpleasant event that has become known as the Willow Place catastrophe.

It is our sincerest hope that the scars of this tragic and unpleasant event will heal quickly. It is our hope that Saturday, the 28th will begin the healing process.

We recognize that such healing can only come by a personal determination to heal by all parties. People on all sides of this issue must be willing to deal in fairness with those on the other sides of the issues.

We cannot deal with it by throwing it into each others faces everyday. We cannot deal with it by sweeping it under the rug and expecting people to never think about it or mention it again.

We must recognize that people are forever changed by such events. Yes, we are changed and we are scarred. People on all sides of the issues must heal from the injuries and the scars. Whatever path “looking and dealing” with it may be is the path we must walk.

Both the NALC and the Postal Service will be forever scarred by the tragedy of this event if we fail to walk the path of healing. That is simply not an acceptable outcome for those of us that care about the union and the Postal Service.

Let us then resolve to work together to find a way to heal the wounds, to heal the scars. We can do this and we must do it if we are to have pleasant and peaceful days on all routes and among all the employees at Willow Place Station.

Memo of Understanding
Grievances Concerning Administrative Leave Issues from Hurricane Rita
September 28, 2005

Any NALC Branch 283 grievances that involve a claim for administrative leave during Hurricane Rita will be processed as follows.

Each grievance will be processed at the Informal A and the Formal A steps in the ordinary manner. If the grievance is not resolved at the conclusion of the Formal A meeting the grievance file will be sent to the team of Grace/Beauchamp for further consideration. Such grievances are to be sent to Beauchamp/Grace Review Team, 2414 Broadway Street, Houston, TX 77012.

The grievance files will be reviewed by the Beauchamp/Grace team. If possible the grievances will be resolved. Any grievances that cannot be resolved at that level will be appealed to the Step B team after the review is completed.

The time limits to appeal the grievances to Step B will be extended by the time necessary for the team of Grace/Beauchamp to review the grievances.

SUBJECT: Overtime Grievances

Based on discussion between the District Manager, Cliff Rucker and NALC 283 President Prissy Grace, the parties have entered into an agreement to review overtime grievances. Until further notice any overtime grievances not resolved at the station level are to be handled in the following manner.

Overtime grievances will be processed at the Informal Step A and the Formal Step A in the usual manner.

If any overtime grievance(s) cannot be resolved at the Informal or Formal Step A level, the file should be prepared in accordance with the established procedures set forth in the process for appeal to the Step B Dispute Resolution Team.

Upon completion of the file preparation, instead of sending it to the Step B Team, send the file to the following address:

It is requested that all offices covered by NALC 283 process the overtime grievances in this manner immediately. By copy of this notice to the DRP Team we are requesting any overtime grievances currently in your possession to be remanded back to the Grace / Beauchamp Team at the above listed address.

These overtime grievances will be reviewed and explored for settlement by Grace and Beauchamp. Any overtime grievances that are not resolved will be appealed to the Step B Team. Overtime grievances that are resolved will be sent to the concerned parties and the files will be closed.

The intervention team will utilize the information gained from the analysis and handling of these grievances to improve the quality of our overtime training and to assist in correcting any problems that may develop in stations.
